The person is a Counterfeiter as for the amount of time: given that you have your tools and a way to make an ID card, does not take more than 1 hour or so. It’s quite difficult to replicate a state ID like a driver’s license because there is so much detail. But if you want to replicate something like a school ID card, that sounds like it could be done in the matter of an hour or 2
Fake ID’s do not work and are pathetic. Shop keepers will laugh at you using one, let alone night club bouncers.
